For example, with this global pandemic of the COVID-19, what we are seeing is not only no bright spots or results at the level of international cooperation in the common fight against the virus for humanity. The major powers are even slandering and discrediting each other. In the face of a global catastrophe, instead of uniting as one to fight the disaster and defend the right to life of all mankind, mankind is further widening social conflicts, stirring up racial hatred and splitting the international consensus. In the face of such a situation, the United Nations can only look on in disbelief and do nothing.
As Guterres highlights in the Tweets, the economically developed countries, are already getting their second round of booster vaccines, but billions of people in poor countries have not even had their first dose yet. This is a global epidemic, and unless we can permanently quarantine humanity, those countries and people who are not immune will remain as a source of infection, and the world will remain unsafe. Guterres has no alternative but to indict this gross inequity and to call on countries to provide new funding to support immunisation in poor countries. Instead, it can only rely on its own strength, on the strength of hundreds of millions of grassroots civilians around the world to save itself. The goal and task of self-help is very clear: to solve the money problem of the UN, so that the UN can have enough money to guarantee its effective operation, in order to re-establish its credibility and influence. Only then will it be possible to guide human society onto the path of civilised, healthy and sustainable development.

The previous chapter dealt mainly with the problems of the United Nations, and indeed, with the problems currently facing human society as a whole and the development of human civilisation. I am afraid that the seriousness and urgency of these problems are beyond the imagination of most of us. No citizen of the earth should take them lightly. We cannot overemphasise, appeal to, or reiterate enough the need to draw the attention of the Secretary-General of the United Nations, global wise men and women, and society as a whole. In particular, we would like to make a short summary.
The life-and-death challenges facing human civilisation are closer than ever. Only by uniting together and building a common destiny can humanity meet the challenges and create a better future. However, the United Nations, which has the greatest potential to unite the consensus of mankind and integrate global resources to reshape a new civilisation, is struggling and unable to cope. Decades of work on the global climate issue, which the UN considers to be of paramount importance, have resulted in several conventions and national commitments. 占据着地球上巨大资源优势、人脉优势、共识优势的联合国尚且如此,尚且在资本的进逼下,连那份“无名之朴”都守不住,地球上的其他国家、机构和个人,尤其是资源匮乏、经济落后的国家和地区,他们在资本的进逼下又会如何,如果他们连让本国人民活下去这个“无名之朴”都守不住,这个国家以及其政府存在的合法性还有吗。他们是不是比联合国更需要自救。因此,联合国自救,或者我们帮助联合国自救,其实也是在帮助各国人民自救,帮助人类文明自救,帮助地球自救。

人类文明面临的生死挑战比任何时候都更临近了。人类唯有团结起来,构建一个命运与共的联合体,才有可能去应对挑战、创造更美好的未来。但是,最有可能凝聚人类共识,整合全球资源来重塑人类新文明的联合国,却呈现出举步维艰、无力应对的势态。联合国视为重中之重的全球气候问题,数十年努力换来了几纸公约和各国承诺。可事实上,不仅各国承诺根本无法兑现,即使完全兑现了也不可能将全球变暖控制在1.5℃以下。不仅如此,为解决发展中国家气候问题,各国承诺的每年1000亿美元绿色气候基金。10多年过去了,一共才筹到400多亿美元。简直是开了一个天大的国际玩笑。还有全球疫情大流行问题、全球饥饿问题、俄乌战争问题,我们以为联合国都能解决、或者正在解决。实际上根本没可能解决。联合国只是在给人类画一个聊以自慰的饼而已。
